Keeping Washington Clean and Evergreen
The Water Resources Program (WRP) in collaboration with the Office of Columbia River (OCR) within the Department of Ecology is looking to fill two OCR Contract & Grant Planner (Environmental Planner 5) positions. These positions can be located in either our Headquarters Office in Lacey, WA., or our Central Regional Office (CRO) in Union Gap, WA.
In this role you will effectively communicate detailed financial, budget and project specific information to a wide range of management, professional and technical staff both orally and in writing in formal and informal settings. In this planner role, you will have the knowledge and skills to plan strategically using advance management and effective decision making, anticipating problems and making critical independent strategic decisions and developing contingency plans. Ecology is seeking someone who understands and interprets written technical reports and field studies as well as financial information. This individual must be dependable, flexible, and willing to accept responsibility.
The OCR Contract & Grant Planner positions support the agency’s and program’s mission and goals by serving as the principal planning consultant to the OCR Director and WRP and OCR Financial Services Section Manager, with responsibility for assisting with contract and grant financial services to implement water supply solutions directed through the Office of Columbia River Program.

What you’ll do:
- Implement OCR, YBIP and/or WRP related capital projects in cooperation with internal and external stakeholders.
- Prepare and maintain capital budget documents necessary to advance the OCR, YBIP and WRP mission. Collaborate with the OCR and WR Program Management Team and others on developing OCR, YBIP and/or WRP capital budget priorities and activities.
- Negotiate and monitor capital project grants as required.
- Communicate and maintain effective working relationships with external stakeholders involved with OCR, YBIP and/or WRP projects including local, tribal, and federal government entities with attention on the United States Bureau of Reclamation (USBR).
- Negotiate WRP, OCR and YBIP contracts for personal services, purchase service and interagency agreement.
- Have a working knowledge of state water resources laws and understanding of related federal, tribal, and local laws rules and programs.
- Read, analyze, interpret, and monitor internal and external policies, procedures and regulations
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational, volunteer and lived-experience. See below for how you may qualify.
A Bachelor’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.
Five years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.
Three years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
One year of experience as an Environmental Planner 3 at the Department of Ecology.
