GENERAL INFORMATION:

It is the responsibility of the Business Process Analyst to organize and perform a wide variety of

fiscal, compliance, and technical duties in support of the day-to-day operations of the Community

Programs department.

QUALIFICATIONS:

The position requires a minimum of a Bachelor’s Degree and/or at least three (3) years of advanced

level accounting experience. Working knowledge of California public and private education system,

state laws, and federal governance. Experience of an extraordinary related nature may be

substituted for degree requirements.

PRIMARY RESPONSIBILITIES:

• Working with the Fiscal Manager, oversee management of the budget and expenditures of department

grants, including grants that feature state and federal funding.

• Meet monthly with Program Managers and administrative staff to review expenditures and

reconcile projections.

• Develop budget transfers and requisitions based on program budgets with knowledge of grant

guidelines, restrictions, and best practices.

• Develop, route and manage contract execution and records.

• Monitor service provider and sub-contractor contracts for fiscal compliance with appropriate

State, Federal, and local regulations and serve as the fiscal point of contact for local, state and

federal funders.

• Support all financial audits and information requests from both the funders and NCOE.

• Develop project workscopes, budgets, budget justifications for inclusion in proposals and

contracts

• Input all new budgets including personnel during scheduled NCOE budget development periods each

fiscal year, and maintain and update throughout year.

• Manage program credit cards and ensure appropriate backup is retained and submitted to General

Services as required.

• Monitor all Escape transactions to ensure accuracy and oversee project assistant inputting of all

project invoicing, purchase orders, and all related expenditure and income information.

• Monitor project and General Fund expenditures. Ensure approved budget allocations are not over or

under expended. Proactively identify and process budget modifications as needed.

• As requested, participate in professional development opportunities related to financial rules,

regulations, and compliance related to state and federal funds.

• Participate in all ongoing training related to using and maintaining current financial

software (Escape etc.).

• Train and ensure competency of staff financial practices in accordance with all

policies/procedures of fiscal agent.

• Maintain oversight and tracking of all physical assets such as computers, cell phones, and

other related equipment.

• Generate, review, and complete required financial project invoices and submit to funder.

• Track receipt of payments for all project invoices and alert Fiscal Manager and relevant Program

Managers of any delays or issues that would prevent timely receipt of payment.

• Participate in NCOE Fiscal Committee Meetings.

• Other duties as assigned.

• Ability to write and present findings and suggest appropriate recommendations, in written

and/or oral form.

• Ability to take initiative, plan, organize, coordinate, and complete work on multiple tasks with

concurrent deadlines.

• Thorough knowledge of project goals and standards.

• Ability to interpret and apply policies and procedures independently, and use judgment and

discretion to act when precedents do not exist.

• Expert knowledge of fiscal policies and operations as they pertain to the program.

• Demonstrated ability to perform research and development of new methods andprocesses.

• Ability to effectively handle interpersonal interaction at all levels and handle highly

politically charged and sensitive interpersonal situations.

• Possess the ability and willingness to learn new skills and maintain cooperative working

relationships with staff and the project constituents and stakeholders.

• Demonstrate initiative, independence, and the ability to see a project through to completion.

• Ability to negotiate and represent the project in a professional manner.

• Ability to problem solve while understanding problems from a broad perspective and anticipate the

impact on other areas when responding to inquiries and requests related to the work area.

• Ability to perform business math, analyze budgetary data and make accurateprojections.

• Strong knowledge of computers and word processing, spreadsheets, database, desktop

publishing/graphics applications, email, Internet, and teleconferencing.

• Use of independent judgment and critical thinking, as well as a thorough understanding of

operational procedures is required.

• Excellent written and oral communication skills including publicspeaking.

• Ability to travel throughout California and stay overnight(s).

• Valid California Driver’s License.
